Naga City, Cebu CCTV Ordinance: What Business Owners Need to Know for 2027.

Introduction.

As 2027 approaches, business owners in Naga City, Cebu, should review their security systems and prepare for applicable business permit requirements. CCTV cameras help protect business premises, monitor activities, and provide valuable recordings during investigations. Under City Ordinance No. 2023-14, the city requires covered business and commercial establishments to install CCTV systems that meet prescribed technical standards.

Understanding City Ordinance No. 2023-14.

Enacted on April 12, 2023, City Ordinance No. 2023-14 mandates CCTV installation in covered establishments operating within Naga City, Cebu. Its primary objectives are to deter criminal activities, assist in solving crimes, and improve public safety.

Section 10 provides that business permits shall not be issued or renewed unless the required CCTV systems are installed and operational according to the ordinance’s technical standards. The ordinance provided existing establishments 45 days from its effectivity to comply, while new establishments were given 45 days from the start of business. Business owners should confirm current implementation procedures with the appropriate city offices.

Which Establishments Are Covered?

Section 3 identifies several categories of establishments required to install CCTV cameras. These include banks and financial institutions, money remittance centers, money lenders and changers, pawnshops, hospitals and medical facilities, shopping malls, internet cafes, 24-hour drugstores and convenience stores, gas stations, transportation terminals, passenger boat stations, resorts, barangay covered courts, and restaurants with at least ten dining tables.

Other establishments may also be included upon determination by the Local Chief Executive, based on recommendations from the City Peace and Order Council, particularly those in high-density areas susceptible to crime.

Business owners should review the official ordinance to determine whether their establishment falls within the covered categories.

CCTV Technical Standards and Recording Requirements.

The ordinance establishes minimum technical standards for CCTV systems. These include high-definition analog or at least 2-megapixel digital cameras, a video recorder with at least four camera inputs, and recording at a minimum resolution of 720p and 25–30 frames per second.

The ordinance also specifies storage, timestamping, and backup requirements. Covered establishments must preserve CCTV files for one year and ensure that recordings are handled in accordance with privacy provisions.

Owners should regularly inspect cameras, recording equipment, storage capacity, and backup systems to maintain reliable operation.

Penalties for Non-Compliance.

Section 10 establishes graduated penalties for violations. The first offense carries a ₱1,000 fine and a written warning. The second offense carries a ₱3,000 fine and written warning, with a possible seven-day suspension of business operations for continued defiance. The third offense carries a ₱5,000 fine, revocation of the business permit, and temporary closure until compliance is achieved.

These penalties emphasize the importance of maintaining a functional, compliant CCTV system.

Protecting Privacy.

CCTV recordings must remain confidential and must not be made public. Access by the city government and police authorities requires a formal written request specifying the date and purpose. Owners should avoid unauthorized sharing or publication of recorded footage.

Conclusion.

Compliance with Naga City, Cebu Ordinance No. 2023-14 is an important responsibility for covered establishments. By checking technical requirements, maintaining operational cameras, protecting recordings, and verifying current city procedures, business owners can strengthen security and prepare for permit renewal.
