CCTV Requirements for Businesses in Coron, Palawan: Understanding Municipal Ordinance No. 01, Series of 2015.
Introduction.
Security is an important responsibility for every business establishment. Whether operating a hotel, restaurant, bank, school, or commercial facility, having a reliable CCTV system can help protect properties, employees, customers, and the community.
In Coron, Palawan, Municipal Ordinance No. 01, Series of 2015 establishes CCTV requirements for covered establishments. The ordinance aims to strengthen public safety, help prevent criminal activities, identify suspects, and provide useful recordings for police investigations.
Understanding the CCTV Ordinance.
The ordinance requires covered establishments to install CCTV cameras and supporting equipment to monitor their premises. However, compliance involves more than simply placing cameras around a building. The system must meet the required recording quality, coverage, and storage specifications.
These requirements help ensure that recorded footage is clear, accessible, and useful when security incidents occur.
Which Establishments Are Covered?
The ordinance identifies various establishments that may fall under its coverage, including banks, shopping malls, schools, hospitals, gasoline stations, pawnshops, restaurants, hotels, inns, and transport terminals.
Other businesses may also be covered depending on the provisions of the ordinance. Establishment owners should review the complete regulation and coordinate with the appropriate municipal office to confirm their obligations.
CCTV Camera and Recording Requirements.
Under the ordinance, CCTV cameras must provide a minimum resolution of 640 × 480 pixels at 15 frames per second per camera.
The system must also provide a dedicated channel for each camera, timestamps, watermarks, secure recording storage, and a minimum 15-inch LCD monitor. Camera placement should cover important areas such as entrances, exits, and points of sale while minimizing blind spots.
Recorded footage must be retained for at least 30 days. A reliable DVR or NVR, sufficient storage capacity, and a UPS backup power supply can help maintain consistent surveillance and recording during power interruptions.
Privacy and CCTV Inspections.
While surveillance is important, protecting individual privacy must also be considered. The ordinance prohibits CCTV installation in restrooms, changing rooms, and other private areas where individuals have a reasonable expectation of privacy.
The Chief of Police or an authorized representative may inspect covered establishments to check compliance with the prescribed CCTV requirements.
Business owners should ensure that their systems are properly installed, operational, and positioned only in appropriate areas.
Penalties and Appeal Process.
The ordinance provides a compliance process for establishments that receive a violation notice. Businesses are given 30 days to present proof of compliance.
Continued violations may result in a civil penalty of up to ₱2,500, cancellation or non-renewal of the business permit, and separate violations for each day of continued non-compliance.
An appeal process is also provided. A written appeal must be submitted within 10 days after the notice is sent, following the procedure established by the ordinance.
Conclusion.
CCTV systems are valuable tools for business protection and public safety. For covered establishments in Coron, complying with Municipal Ordinance No. 01, Series of 2015 means maintaining clear recordings, sufficient storage, proper camera placement, and respect for privacy.
Business owners should review the complete ordinance and coordinate with the municipal government regarding current enforcement and compliance requirements.
A properly installed and maintained CCTV system helps protect businesses, supports investigations, and contributes to a safer Coron community.
