Cebu City CCTV Requirements: Is CCTV Still Required for Businesses in 2027?

Who Are Covered by the CCTV Ordinance?
The updated ordinance covers several types of establishments. These include financial establishments, national chain businesses, malls and supermarkets, hospitals and clinics, hotels and accommodations, factories, schools, gasoline stations, paid parking lots, transportation terminals, recreational establishments, and other specified businesses.
It also includes retail, small, and medium businesses with annual gross sales of at least ₱1 million, among other establishments specifically listed under the ordinance.
This means business owners should not assume that the requirement applies identically to every establishment. It is important to determine whether your business falls within the ordinance’s scope.
It's Not Just About Having a CCTV Camera.
One important point for businesses is that compliance is not simply about having a camera installed somewhere in the establishment.
The updated rules establish minimum standards for CCTV systems. Earlier discussions surrounding the amendment included requirements such as digital cameras with at least 2-megapixel resolution, appropriate recording capabilities, adequate storage, camera placement in areas of transaction or risk, and coverage of entrances or streets.
The final requirements should therefore be checked against the applicable provisions and implementing guidelines when evaluating an existing system.
CCTV Footage and Access.
CCTV systems are also intended to support investigations when incidents or crimes occur.
Under the updated ordinance, covered establishments are required to provide access to relevant surveillance recordings to authorities when properly requested. If a crime is recorded, authorized CCTV personnel are expected to coordinate with the police and provide access to the relevant footage.
This makes proper recording, storage, and retrieval an important part of having a compliant CCTV system.
What About Penalties?
Business owners should also be aware that non-compliance can have financial consequences.
The ordinance provides administrative fines of ₱2,000 for the first offense, ₱3,000 for the second offense, and ₱5,000 for the third offense. The CCTV requirements are also connected to business permit compliance for covered establishments.
The updated ordinance provided covered establishments with a one-year depreciation period for compliance with the updated CCTV standards.
